Outstanding rating achieved by NHS Leeds CCG

In the latest results published today (Thursday 11 July) by NHS England, we've been rated as outstanding.

We’re responsible for planning and funding the majority of health services that people in Leeds and have an annual budget of over £1 billion. We’re one of a small number of CCGs to achieve top marks in NHS England’s annual assessment.

The CCG is marked annually against a nationally agreed set of standards that are referred to as the Improvement and Assessment Framework. The latest rating follows on from last year’s rating as good when the single CCG took over the running of the local NHS instead of three separate ones for Leeds.

A number of areas were highlighted as examples of how we have played a significant part in improvements seen in the local healthcare system. In addition, we were recognised for our commitment to working on an integrated care system, commonly referred to as the West Yorkshire and Harrogate Health and Care Partnership.

Other areas of positive feedback include:

  • Good progress made on system flow, so that patients are seen in the right place, by the right professional at the right time and, where appropriate, discharged to an appropriate service for ongoing care
  • The open, trusting and collaborative culture among all health and care partners has been recognised
  • A number of improvements to local services including ensuring all registered patients can now access primary care (GP) appointments on evenings and weekends
  • An integrated diabetes programme that has successfully received national funding, this is supporting a number of initiatives including proactive footcare for patients to reduce the risk of amputations
  • Continuing to secure financial balance and meeting cost saving targets

The outstanding rating reflects the hard work of all those working in health and care in the city as we look to make the best possible use of our resources to get value for money for taxpayers.

CCG Improvement and Assessment Framework (CCG IAF)

Clinical commissioning groups (CCGs) were established on 1 April 2013 and are clinically-led organisations at the heart of the NHS system. NHS England has a statutory duty (under the Health and Social Care Act (2012)) to conduct an annual assessment of every CCG.

CCG improvement and assessment 2018/19

The CCG Improvement and Assessment Framework (IAF) has been updated for 2018/19.  It outlines the metrics that will inform NHS England’s assessment of CCGs in 2018/19.

The ambition described in Next steps on the Five Year Forward View can only be delivered through place-based partnerships spanning commissioners, local government, providers, patients, communities, and the voluntary and independent sectors. The Improvement and Assessment Framework is designed to assess individual CCGs’ fitness to operate successfully in this environment, and the indicators within it do not only report on data that is solely within a CCG’s control.
